NOTICE OF PUBLIC COMMENT PERIOD
ADOPTION OF PROPOSED RESOLUTION BY ROANOKE CITY COUNCIL
TO AMEND CITIZEN COMMENT PERIODS AND NOTIFICATION OF CITIZEN
COMMENT PERIODS UNDER THE CITIZEN PARTICIPATION PLAN
DURING THE COVID-19 PANDEMIC EMERGENCY
Notice is hereby given that on Monday, May 18, 2020, at 2:00 p.m., or as soon thereafter as the matter may be reached, Roanoke City Council will consider adoption of a resolution amending the period of all citizen comment periods set forth in the Citizen Participation Plan dated as of February 3, 2014 (CPP) and the means of notification of such citizen comment periods during the period of the COVID-19 pandemic emergency. The CPP includes citizen comment periods with respect to certain plans and programs of up to 30 days before such plans and program may be approved by a locality and submitted to the United States Department of Housing and Urban Development (HUD) for grant funding. Amendments to such plans and programs also require the establishment of citizen comment periods. Notification of a citizen comment period is made through publication in a newspaper of general circulation within the locality.
HUD has been authorized to grant waivers to grant recipients to reduce citizen comment periods to five (5) days and to provide for alternative means of notification of citizen comment periods under the Coronoavirus Aid, Relief and Economic Security (CARES) Act. The proposed resolution will reduce all citizen comment periods to five (5) days, allow for notification of citizen comment periods through posting of notice on the City website and suspend the requirement that notification be published in a newspaper during the period of the emergency created by the COVID-19 pandemic disaster. All persons shall be afforded an opportunity to submit comments and state their views concerning this proposed resolution during a public comment period that has been shortened by HUD to five (5) days and notification of such citizen comment periods shall be by posting notice on the City website and other electronic means as determined by the City due to the COVID-19 pandemic emergency. The public comment period shall commence Saturday, May 9, 2020 and conclude Friday, May 15, 2020, at 5:00 p.m.
The proposed resolution is available for review on the City’s website www.roanokeva.gov. Upon request, the proposed resolution will also be provided in a format accessible to persons with disabilities. Comments on the proposed should be submitted to Keith Holland, HUD Community Resources Program Administrator, by email at [email protected] or by calling (540) 853-6404 no later than Friday, May 15, 2020. City Council is expected to take action to adopt the proposed resolution during their regular meeting on May 18, 2020, at 2:00 p.m.
