Rights-Of-Way Use Fee

The Rights-Of-Way Use Fee is based on Section 56-468.1 of the Code of Virginia (1950), as amended. In accordance with state legislation, effective July 1, 1999, the City of Roanoke adopted Ordinance Number 34196-030199 and began imposing the Rights-of-Way Use Fee which took the place of previously adopted franchise fee agreements with telecommunications carriers.

The amount of the fee is calculated annually by the Virginia Department of Transportation and the Code of Virginia states that it shall not be less than $.50 per access line per month and may be increased yearly. This fee is paid by each customer who has an access line and is included separately on each customer’s monthly local telephone exchange billing statement. The Virginia Department of Transportation notifies Roanoke annually of the new rate which becomes effective each July 1st.

Current Rate

Effective July 1, 2018, the Rights-Of-Way Use Fee will be $1.15 per access line per month.

Important Notice

The Rights-Of-Way Use Fee should be reported and remitted to the City of Roanoke.
