Overview of Code Enforcement

The City of Roanoke Code Enforcement Division of The Department of Planning, Building and Development  provides a variety of services to the City, all aimed at improving the quality of life for citizens by eliminating blight, working to keep the housing stock maintained and our neighborhoods safe and attractive. The following slide show illustrates some of the problems that Code Enforcement inspectors may encounter when investigating complaints, doing rental inspections or canvassing for code violations:

The City of Roanoke is divided into 11 Code Enforcement Zones (shown below) and each zone is assigned to one inspector. The zone inspector generally handles all complaints and referrals, regularly canvasses for code violations, and performs all required rental property inspections within the zone. Uniformity of procedures is assured by two team coordinators and one division administrator.

Code Enforcement Responsibilities

  • Issue citations for overgrown grass/weeds and/or trash and sends contractor if abatement is not done by property owner
  • Cite Inoperable Motor Vehicles on private property and have vehicle(s) towed if not removed or otherwise brought into compliance
  • Issue citations for commercial type vehicles parked in residential zones
  • Issue citations for "outdoor storage" (such as construction materials, and various other storage that should be kept inside of a building but is an eyesore when kept outside)
  • Cite for repetitive parking in front yard (an eyesore causing destruction of grassy areas)
  • Cite graffiti on buildings and in some cases provide abatement if owner will not do so
  • Perform inspections on rental units for the City's Rental Inspection Program
  • Investigate tenant complaints regarding maintenance issues in rental unit
  • Cite and demolish unsafe structures
  • Require removal or permitting for pods and dumpsters
  • Investigate and cite for illegal business uses
  • Investigate complaints of tents and illegal camping areas
  • Investigate complaints of overcrowding and illegal boarding houses
  • Issue violation notices for recreational vehicles and boat trailers parked in front yard
  • Post Stop Work Orders for un-permitted construction work
  • Handle complaints regarding obstructions hindering traffic visibility at intersections
  • Assure that fences and outbuildings do not exceed height and footprint regulations
  • Issue repair and/or condemnation orders when buildings are damaged by fire
  • Investigate 911 calls from Fire EMS or the Police Department when buildings are damaged by fire, runaway vehicles, strong winds, flooding, etc.
  • Issue board up orders for open and accessible structures which are an invitation to vagrants
  • Cite for tree limbs, bushes or other obstructions originating from private property that are blocking a sidewalk or street
  • Send contractors to perform abatement or file summons when violations are not addressed in a timely manner
