Purpose: The Roanoke Valley Transportation Planning Organization shall participate and cooperate in a continuing, cooperative, comprehensive transportation planning and programming process as defined in Section 134 of Title 23, United States Code; Sections 3, 4(a) and 5 of the Urban Mass Transportation Act of 1964; (49 U.S.C. Para. 1602, 1603(a) and 1604: 23 CFR, Chapter 1, Part 450; 49 CFR, Chapter VI, Part 613; and in accordance with the Constitution and Statutes of the Commonwealth of Virginia.
