 Interim Police Chief Chester Smith


Interim Police Chief Chester Smith

Deputy Chief Smith is the Interim Chief of the Roanoke Police Department. He oversees Uniform Operations Division, which is made up of the Patrol Bureau and the Community Response Bureau. He started his career with the department in 1985. Deputy Chief Smith has prior experience as a school resource officer and was the previous director of the Roanoke Police Training Academy.

He is a graduate of Radford University and is currently pursuing a Master's Degree from 
the University of Virginia. He is also a graduate of the Professional Executive Leadership School, the Senior Management Institute for Police Executives at Boston University (SMIP), and the National Criminal Justice Command College.

Deputy Chief Eric Charles

Deputy Chief Charles started his career with the department in 1992 and supervises the Investigations and Support Division, which is made up of  the Investigations Bureau, Support Services Bureau, Planning and Analysis, and the Roanoke Police Training Academy.

He is a graduate of the Drug Unit Commander School, the Professional Executive Leadership School [PELS], and the National Criminal Justice Command College.

Deputy Chief Charles is also a proud veteran of the United States Army.

 Captain Stephen Keatts

Captain Keatts

Captain Keatts began his career at the department in 1994.  He supervises the Criminal Investigations Bureau.

He graduated from Radford University in 1994 and received Master's Degree in Public Administration from the American Military University in 2016. He also attended the University of Virginia National Criminal Justice Command College in 2015, is certified in Lean Management, and worked as a school resource officer from 2003-2005.

 Captain Arron Cook

Captain Cook oversees the Patrol Bureau, which is made up of 120 officers.  He joined the department in 1996.  He has prior experience in a variety of different roles, including directing the Community Response Team and the Roanoke Police Training Academy as academy director.

Captain Cook graduated from the 276th session of the FBI National Academy in June of 2019. The ten-week leadership course bind U.S. law enforcement and international law enforcement in collaborative training that is both academically and physically challenging. He is also a graduate of Eastern Kentucky University.

 Captain Daniel Hartman II

Captain Hartman oversees the Community Response Bureau, which includes the Community Response Team, the Downtown Unit, the school resource officers, the Animal Protection & Services Unit, and the crime analysts in iSTAR [Intelligence, Strategy, Technology, Analysis, and Research].  He came to the department in 1995 and is a graduate of Liberty University.

Captain Hartman is also grew up right here in the Roanoke Valley.  He is a graduate of the Professional Executive Leadership School and the National Criminal Justice Command College.

Captain Sandy Duffey

Captain Duffey is over the Services Bureau, which consists of the Records Department, Planning and Analysis, the Training Academy and the Property Room. He began working at the Roanoke Police Department in April of 1998. He has experience in the Patrol Bureau, the Professional Standards Unit and the Criminal Investigations Bureau.

Captain Duffey is a native of Danville, VA. He graduated from Pfeiffer University with a Bachelors Degree in Criminal Justice and Sociology.
