Swimming Pools
The processes outlined in this section apply to the construction/installation of an in-ground or above-ground swimming pool on the same lot as a single-family or two-family dwelling. Please note different processes depending on the size of the swimming pool.
A "small pool" is one with a surface area of 150-square-feet or less, less than 5,000 gallons, and less than 24 inches deep.
A "big pool" is one with a surface area of 151-square-feet or more, more than 5,000 gallons, or 24 inches deep or more.

Submission Requirements
- Completed Zoning and Basic Development Plan Application.
- Basic development plan, drawn to scale, delineating the following. A design professional is not required for the preparation of a basic development plan.
- Accurate shape and dimensions of the lot
- Location and dimensions of all existing structures on the lot
- Proposed pool location and dimensions
- Setback of pool from property lines
- Dimensions of separation of pool from surrounding structures
- Public easement(s), if applicable.
- Specifications/details of pool, including square feet, gallons, and depth.
- Certificate of Appropriateness, if located in an H-1 or H-2 historic district.
Review Process
Once your permit application has been deemed complete and initialized in our system (you will receive a Permit Submittal Confirmation Letter), City staff has 10 business days for zoning review. You may receive comments from City staff if additional information is needed to complete a thorough review. An Additional Submissions Form must accompany any resubmission of plans or information.Zoning permits are reviewed for compliance with the Chapter 36.2, Zoning Code, City of Roanoke.

Fees
Fees are due at time of permit issuance. The fee for a zoning permit $25.Expiration
If work described in the zoning permit has not begun within 6 months from the date of issuance, the permit will expire. An extension may be granted by the Zoning Administrator at their discretion at the written request of the applicant within 90 calendar days of the expiration of the original zoning permit.This sections applies to swimming pools with a surface area of 151-square-feet or more, more than 5,000 gallons, or 24 inches deep or more.

- Basic development plan (1 copy), drawn to scale, delineating the following. A design professional is not required for the preparation of a basic development plan.
- Accurate shape and dimensions of the lot
- Location and dimensions of all existing structures on the lot
- Proposed pool location and dimensions
- Setback of pool from property lines
- Dimensions of separation of pool from surrounding structures
- Public easement(s), if applicable.
- Building plans and supporting documents (1 copy). For an above-ground, storable, outdoor, residential pool, a Typical Pool Detail Guide may be submitted in lieu of building plans.
- Floodplain Elevation Certificate, if in Special Flood Hazard Area.
- Certificate of Appropriateness, if located in an H-1 or H-2 historic district.
Review Process
Once your permit application has been deemed complete and initialized in our system (you will receive a Permit Submittal Confirmation Letter), City staff has ten (10) business days for zoning review and five (5) business days for building review for a total of twenty (15) business days. You may receive comments from City staff if additional information is needed to complete a thorough review. An Additional Submissions Form must accompany any resubmission of plans or information.Building and zoning permits are reviewed for compliance with the following codes:

- Plan Review Fee (for applications requiring building plans only): 10% of the building permit fee.
- 2% state levy of total fee.
