The process outlined in this section applies to all work within the public right-of-way, including but not limited to driveway connection to right-of-way, installation of sidewalks, and utility connections. While this permit is submitted to the Permit Center it is administered by the Transportation Division.
Submission Requirements
Applications must be submitted by the contractor actually performing the work. Prior to acceptance of an application, the contractor must have approved bonding and liability insurance on file with the City.
Review Process
The right-of-way excavation application is reviewed by this department as well as the Transportation Division. Applications associated with an approved Comprehensive Development Plan are approved by this department. All other applications are forwarded to the Transportation Division for review and approval. The contact will be notified when the application is approved and ready for issuance.
Right-of-way excavation permits are reviewed for compliance with the City of Roanoke Right-of-Way Excavation and Restoration Standards.
Fees
Fees are due at time of permit issuance. The fees for right-of-way excavation are as follows:
- $50 for 30 days
- $100 for 60 days
Duration & Final Acceptance
A right-of-way excavation permit may be obtained for 30 or 60 days. A request for length of time exceeding these time frames must be approved by the Transportation Division.
The right-of-way excavation permit will remain in an issued status for two full years after the right-of-way work has been installed. A two year warranty inspection will be conducted prior to release of the permit surety.
