Single and two Family Dwellings, new
This page describes the process for construction of a single-family or two-family dwelling.
The Single Building process applies to a single building on a single lot that is eligible for a Basic Development Plan, while the Multiple Buildings process applies to development of multiple buildings on a lot or adjoining lots under the same ownership, which requires a Comprehensive Development Plan.
These processes only apply to development on existing lots of record. For development associated with the subdivision of land, see Subdivision Site Plan.

Submission Requirements
- Completed Residential Building and Zoning Permit Application.
- Basic development plan (1 copy), drawn to scale, delineating the following. A design professional is not required for the preparation of a basic development plan.
- Dimensions and shape of lot
- Adjoining streets
- Existing and proposed structures on the lot including setback, dimensions, and height
- Impervious surfaces such as driveways, patios, and sidewalks including dimensions and material Landscaping; Public easement(s), if applicable
- Building plans and supporting documents (1 copy).
- Water/sewer availability letter from Western Virginia Water Authority.
- Owner/Builder Affidavit, if requesting exemption from state contractor licensing.
- Contractor/Subcontractor Listing
- Floodplain Elevation Certificate, if in Special Flood Hazard Area.
- Certificate of Appropriateness, if located in an H-1 or H-2 historic district.
- Submission of a Neighborhood Design District Affidavit, if located in the Neighborhood Design District.
- Agreement-in-Lieu of Erosion and Sediment Control Plan.
Other Permits That May Be Required
Right-of-Way Excavation Permit, if applicable including but not limited to driveway connections to the right-of-way, installation of public sidewalks, and utility connections.Review Process
Once your permit application has been deemed complete and initialized in our system (you will receive a Permit Submittal Confirmation Letter), City staff has 10 business days for zoning review and 5 business days for building review for a total of 20 business days. You may receive comments from City staff if additional information is needed to complete a thorough review. An Additional Submissions Form must accompany any resubmission of plans or information.Building and zoning permits are reviewed for compliance with the following codes:
- Chapter 36.2, Zoning Code, City of Roanoke
- Be sure to check if the property is subject to overlay zoning requirements including the Neighborhood Design District or Local Historic Districts.

- Plan Review Fee (for applications requiring building plans only): 10% of the building permit fee.
- 2% state levy of total fee.
- Basic Development Plan Review: $25
Expiration
Building and Zoning Permits are valid as long as work is proceeding and an inspection has been performed within the last 6 months. If work has halted or been abandoned and no inspection has been conducted within the last 6 months, the permit may be suspended. Extensions may be granted by the Building Commissioner through written request by the permit holder. Extensions are not guaranteed.Pre-submission Requirements
- Comprehensive Development Plan submitted and deemed substantially complete prior to application for a Building and Zoning Permit.
- Land Disturbance Permit , issued after approval of Comprehensive Development Plan and before issuance of a Building and Zoning Permit.
