Demolition
The process outlined below is for the complete, partial, or interior demolition of a structure with no rebuilding.
- Complete demolition or removal of a structure or an accessory structure. This includes the removal of all building components including but not limited to the structure, slab and foundation.
- Interior demolition or partial demolition and replacement with new construction is covered under a repair remodel or addition permit if part of a larger project.
- Demolitions of buildings require notification to the Department of Labor and Industry and all utility companies. The Applicant is responsible for providing notification and obtaining release from all applicable utility companies.

Demolition Permits are reviewed for compliance with the following codes: Virginia Statewide Uniform Building Code.
.117.3 Demolition of buildings and structures.
Prior to the issuance of a permit for the demolition of any building or structure, the owner or the owner’s agent shall provide certification to the building official that all service connections of utilities have been removed, sealed or plugged satisfactorily and a release has been obtained from the associated utility company. The certification shall further provide that written notice has been given to the owners of adjoining lots and any other lots that may be affected by the temporary removal of utility wires or the temporary disconnection or termination of other services or facilities relative to the demolition. In addition, the requirements of Chapter 33 of the IBC for any necessary retaining walls or fences during demolition shall be applicable and when a building or structure is demolished or removed, the established grades shall be restored.
Submission Requirements
- Completed Demolition Permit Application.
- Completed Asbestos Survey. If asbestos is present, an asbestos abatement permit is required.
- Site plan to scale
- Certificate of Appropriateness, if located in an H-1 or H-2 local historic district.
- Completed Public Utility Release form
- Completed Agreement in Lieu of an erosion and sediment control plan is required if the site is 2,500 sq. ft. or larger.
Post Demolition Site Requirements
Once the structure has been demolished, all debris must be removed from the property. The lot must be graded and re-seeded. Once these site requirements are met, schedule your final inspection thru eTrakit or call the IVR number.
Fees
Fees are due at time of permit issuance. The fees for demolition are as follows:

- Plan Review Fee (for applications requiring building plans only): 10% of the building permit fee.
- 2% state levy of total fee.
Expiration
Demolition Permits are valid as long as work is proceeding and an inspection has been performed within the last 6 months. If work has halted or been abandoned and no inspection has been conducted within the last 6 months, the permit may be suspended. Extensions may be granted by the Building Commissioner through written request by the permit holder. Extensions are not guaranteed.
