Building Addition, Commercial
Construction of an addition to a nonresidential principal structure or a dwelling with 3 or more units. Please note different processes depending on the amount of disturbed land area.
Projects with less than 2,000 s.f. of disturbed area are eligible for the simpler Basic Development Plan process, while projects disturbing 2,000 s.f. or more require a Comprehensive Development Plan.

- Completed Commercial Building and Zoning Permit Application
- Basic development plan (1 copy), drawn to scale, delineating the following. A design professional is not required for the preparation of a basic development plan.

- Size and dimensions of lot
- Adjacent street(s) labeled
- Existing and proposed structures including dimensions and setbacks
- Public easement(s), if applicable
- Impervious surfaces (e.g. driveways, parking areas, sidewalks, patios) including material and dimensions Landscaping
- Building plans and supporting documents (1 copy).
- Water/sewer availability letter from Western Virginia Water Authority.
- Floodplain Elevation Certificate, if in Special Flood Hazard Area.
- Certificate of Appropriateness, if located in an H-1 or H-2 historic district.
- Submission of a Neighborhood Design District Affidavit, if work conducted on the exterior of dwelling unit(s) located in the Neighborhood Design District.
Other Permits That May Be Required
The Right-of-way Excavation Permit may also be required, if applicable including but not limited to driveway connections to the right-of-way, installation of public sidewalks, and utility connections.Review Process
Once your permit application has been deemed complete and initialized in our system (you will receive a Permit Submission Confirmation Letter), City staff has 10 business days for zoning review and 10 business days for building review for a total of 20 business days.You may receive comments from City staff if additional information is needed to complete a thorough review. An Additional Submissions Form must accompany any resubmission of plans or information.

Building and zoning permits are reviewed for compliance with the following codes:- Chapter 36.2, Zoning Code, City of Roanoke
- 2012 Uniform Statewide Building Code
Pre-Application Requirements
- Comprehensive Development Plan, submitted and deemed substantially complete prior to application for a Building and Zoning Permit.
- Land Disturbance Permit. Issued after approval of Comprehensive Development Plan and before issuance of a Building and Zoning Permit.
