The Need
 
How did this happen? | How do communities manage stormwater?
 
Many cities have included stormwater system maintenance and capital replacement in their general budgets. But over the years, more communities have turned to a fee specifically targeted to users of stormwater services…which is virtually everyone in the community with developed property.

Over the past decade stormwater fees or utilities have been implemented to address the costs of system maintenance. There are currently more than 1000 communities across the U.S. charging a stormwater drainage fee (or utility fee). In Virginia, Norfolk, Virginia Beach, Newport News, Hampton, Chesapeake, Richmond, Prince William County, and Suffolk charge such a fee. Other communities are currently considering these fees.
