Stormwater Utility Impervious Surface Information


Roanoke City Council adopted a Storm Water Utility Ordinance at their meeting of November 11, 2013. A copy of the adopted ordinance is posted on this page. Also posted on this page is a Stormwater Activities Timeline.
The Storm Water Utility becomes effective July 1, 2014. The stormwater utility fee rates will be set as part of the annual budget process. City staff recommends a fee of $0.90 per 500 square feet of impervious surface and will likely be phased in over a three year period beginning with $0.30 per 500 square feet in July 2014, $0.60 in July 2015 and $0.90 in July 2016.

The city has made available via the Geographic Information System (GIS) on the city’s website, impervious surface measurements for all properties. This includes commercial property measurements and residential property measurements. The credit and incentive manual provides detailed information on qualifying and applying for credits toward the stormwater utility fee and will be published not later than January 31, 2014.
