The Neighborhood and Community Planning Division is one of five divisions that make up the Department of Planning Building and Development.

Key functions of the Division:
Develop and monitor implementation of Roanoke's long-rang Vision 2001-2020 comprehensive plan.
Develop neighborhood and area plans.
Provide staff to the Planning Commission, Architectural Review Board, Board of Zoning Appeals, Fair Housing Board, and Roanoke Neighborhood Advocates.
Administer the zoning ordinance, subdivision ordinance, and other regulations relating to land development.
Operate the Development Assistance Center (DAC) – a one-stop-shop for all development review and permitting.
Provide a sustainable range of housing choices, reduce the concentration of low-income housing; and spur the development of market-rate and upper-end housing.
Enhance partnerships with local housing providers and neighborhood groups.
Improve the capacity of neighborhood groups and citizen involvement.
Provide quality customer service.
