South Jefferson Redevelopment Area



The South Jefferson Redevelopment Area encompasses 110.5 acres between the southern edge of downtown Roanoke and the Carilion Healthcare healthcare campus. The South Jefferson Redevelopment Area is designated as a Redevelopment Area pursuant to Virginia law. Nearly 75% of the land mass in the South Jefferson Redevelopment Area is blighted, deteriorated, or improperly developed, and 14 of these parcels have been identified as brownfields. Ten additional parcels within the one hundred year flood plain of the Roanoke River are occupied by businesses handling or utilizing hazardous substances; therefore, leading to the possibility that additional, unidentified brownfield sites may exist. This area is being revitalized as a vibrant, mixed-use urban district incorporating a biotechnology park, commercial corridor, and residential neighborhood in a walkable environment encouraging alternative transportation modes.

Work continues to move quickly on a 1500 space parking garage and the new Carilion Clinic at the corner of Jefferson Street and Reserve Avenue. Plans for a hotel and new medical school are under review and should be under construction this summer.

South Jefferson Redevelopment Area

The City of Roanoke has been awarded an EPA Brownfield Job Training Grant. This job training grant will provide workers with the skills required for entry level environmental positions. There is a current demand for environmental technicians that will continue to increase as redevelopment progresses. Virginia Western Community College offers courses through this grant program.
