New Payment Option
    The Development Assistance Center (DAC) is a “One-Stop Shop” for all permits related to development in the City. Located on the first floor of the Municipal Building in Room 170, the Center provides a single source for information and applications related to the development review and permitting process. The DAC receives applications for virtually any kind of development activity.

    Most information about required permits and applications is available on-line at the Online Permit Center.

    The four Development and Building Coordinators in the DAC are available to answer questions about application, permitting, and licensing requirements, zoning designations, permitted uses, basic development plan requirements, status of an application, and development processes.

    As the “gatekeeper” for the permitting process, the DAC is responsible for processing applications, including the initial review and intake of the application to ensure all required information is provided and review fees are paid, as well as the performance of all zoning reviews, including the technical review of basic development plans. Once the DAC completes and approves an application, including a zoning review and basic development plan review, any required building plans are forwarded to the plan reviewer in the Building Inspections Division for technical review for building code compliance. Permits are ultimately issued through the Development Assistance Center. During the review or development process, additional submissions or changes to a plan are submitted to the DAC for processing and forwarding for appropriate reviews.

    In addition to the permitting processes of the Department of Planning Building and Development, the DAC is also responsible for the following activities in cooperation with other departments:
    • Zoning verifications for City business licenses as part of the application process with the Office of the Commissioner of the Revenue;
    • Establishment of Contractor Trust Accounts in cooperation with the Department of Billings and Collections; and
    • Right-of-Way Excavation Permits in cooperation with the Transportation Division of the Department of Public Works.
