2005-2010 Consolidated Plan


What is the Consolidated Plan?

Each year, the City of Roanoke receives about $2.5 million in new federal funds under the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Shelter Grant (ESG) programs of the U.S. Department of Housing and Urban Development (HUD). In order to receive these yearly grants, the City must submit a five-year Consolidated Plan and Annual Updates to HUD for approval. The five-year plan describes the City and its priorities and objectives for the anticipated funds. Each Annual Update provides the specific activities to be funded for the given year and the amount of funding apportioned to each activity. The City’s current five-year plan expires June 30, 2010. What types of community activities are supported with the CDBG, HOME and ESG funds?

The City has received CDBG funds for thirty years. These funds assist with housing, economic development, human services, neighborhood and other needs. At least 70% of the funds must be used to benefit low- and moderate-income persons; the remaining amount may be used to reduce or eliminate slums and blight.

Created by the National Affordable Housing Act of 1990, the HOME program is entirely directed toward providing safe, decent affordable housing for low- and moderate-income persons. HOME can assist such projects as rehabilitation, new construction and improvements to rental housing. HOME funds require a 12.5% match from local cash and non-cash resources.

ESG funds are provided to the City through the Stewart B. McKinney Homeless Assistance Act, under a process which may allocate funds intermittently. ESG provides assistance to homeless individuals and families, including assistance to shelters.

How was the new five-year plan developed?

In July 2003, a work group of City staff began reviewing and updating the description of the City contained in the current plan. Thereafter, the work group was expanded to include several citizens, in order to broaden the perspectives as the group moved from data development to focusing on potential priorities and objectives. The draft priorities and objectives were issued for review and comment to the Roanoke Neighborhood Advocates and some 400 other individuals and organizations that have previously indicated an interest in how these funds are used. An initial public meeting was held in September, 2004, to provide a hands-on opportunity to review the priorities and objectives and offer comments. Information appeared on this website beginning at that time until April, 2005. Subsequent public meetings in November, 2004, and January and March, 2005, also provided information to the public on the plan. Copies of the entire plan were then placed for public review at the Department of Management Budget, the City Clerk’s Office, the Roanoke Redevelopment and Housing Authority, and all seven City public library locations for a 30 day period that ended May 2, 2005. Council then adopted the new plan on May 10, 2005.
