Harrison & Washington Park Neighborhood Plan
Harrison and Washington Park are two distinct neighborhoods, separated by Orange Avenue (Route 460). The two were combined into one plan due to the relatively small size of each, and to facilitate the departmental goal of having a plan adopted for each neighborhood by 2005.
Harrison is part of the early urban fabric of the City, with most of the houses being built between 1900 and 1920. It is home to the former Harrison School (at present, the building houses the Harrison Museum of African-American Culture), and the Burrell Hospital, both of which were the first of their kind to be built for African-Americans in Roanoke.
Much of Washington Park was developed between 1920 and 1960, and today it has more new housing developement than Harrison, including the revitalized Villages at Linclon (formerly Lincoln Terrace). The neighborhood takes its name from the park that lies at the corner of Orange Avenue and Burrell Street.
Planning staff held public meetings with residents in the Winter of 2003 to gain input for the plan. The condition and choice of housing, and the appearance of the neighborhoods were the main concerns raised.
