Streets, Alleys, and Rezoning
1. Prior to filing any street/alley closure application, the applicant shall meet with the staff of the Office of Planning, Building and Development to determine that all filing requirements have been met and that all information contained in the application is correct. . The following material must be filed with the City Clerk by 5:00 p.m. the first Thursday of every month to be heard the following month by the Planning Commission (See filing deadlines at

. The Planning Commission meets to consider street/alley closures on the third Thursday of each month.
A. The original and one copy of the application for vacating, discontinuing and closing of a street or alley.
B. A check made payable to the City of Roanoke, in the amount of $100.00. This fee shall be in addition to all other expenses or costs, including advertising costs. You will be billed directly by the newspapers for advertising expenses.
C. A complete list, with mailing addresses, of the property owner(s) affected by the proposed street/alley closure.
D. A detailed, legible map or plat showing the street or alley to be altered, vacated or discontinued.
2. Upon receipt of the application and filing fee, the following will occur:
A. The City Clerk will automatically refer the application to the Secretary of the City Planning Commission.
B. The proposed alteration, vacation or discontinuance of a street/alley will be advertised for a public hearing and affected property owners will be notified of the request, in accordance with State law.
3. Upon completion of the City Planning Commission's public hearing, a report from the Planning Commission to City Council will be forwarded to the City Clerk who will:
A. Notify the applicant or attorney of the date for the public hearing before City Council. Public hearings before City Council are held on the third Monday of each month at 7:00 p.m.
B. The proposed alteration, vacation or discontinuance of a street or alley will be advertised for a public hearing before Council, in accordance with State law.
C. A proposed Ordinance altering, vacating, or discontinuing a street or alley will be prepared by the City Attorney's Office.
D. If Council concurs in the request, the proposed Ordinance will be adopted on the evening of the public hearing, and will become effective upon its adoption. Public hearings are held on the third Monday of each month at 7:00 p.m., or as soon thereafter as the matter may be heard.
