Meet the Staff
City Clerk
Stephanie Moon is the City Clerk of the City of Roanoke. She was appointed to fill the position following the retirement of Mary F. Parker, her predecessor, by the Roanoke City Council on February 5, 2007, becoming the first Black City Clerk in Southwest Virginia. Stephanie has been employed with the City of Roanoke for approximately 29 years, having 26 years in the City Clerk’s Office. Prior to the appointment, she served as the Deputy City Clerk for seven years and as Interim City Clerk for six months. During her tenure with the City Clerk's Office, she has been promoted to various positions.
Stephanie is a Certified Municipal Clerk in the Commonwealth of Virginia and is currently pursuing the certification to become a Master Municipal Clerk. She serves as second Vice-President of the Virginia Municipal Clerks Association and has held the positions of Secretary and Region Director. She is a current member of the International Institute for Municipal Clerks and the Virginia Association of Government Archives and Records Administrators.
Stephanie is one of five Council Appointed Officers. She is charged with the responsibility of keeping a record of all proceedings of the City Council and serves as custodian of the City Seal. Her position and duties as described are set forth in the City Charter and the Roanoke City Code. She is assigned such other powers and duties as may be prescribed by the City Charter or by Ordinance.
Stephanie is a West Virginia native, a product of the McDowell County, West Virginia, and Roanoke City Public Schools systems. She is a 1976 honor graduate of William Fleming High School and holds an Associate Applied Science Degree in Legal Assisting for Paralegals.
She is the proud mother of one daughter and two sons, and grandmother of three - Shanta, Shawn, and Lenora, who are her pride and joy.

Deputy City Clerk
Sheila N. Hartman, a Roanoke native, began working for the City of Roanoke in January, 1970; 2 years in the City Clerk's Office and almost 30 years as a Legal Secretary in the City Attorney's Office. She prepares the budget for the Council and City Clerk's Office and oversees the daily operation of the Clerk's Office. She has attained the IIMC Municipal Clerks Certification. She was appointed Deputy City Clerk on March 19, 2007.She also serves as Region IV Director and Secretary to the Board of Directors, Virginia Municipal Clerks Association; and is a member of the Virginia Association of Government Archives and Records Administrators.
| Assistant Deputy City Clerk
Cecelia R. "Cece" Tyree, a Roanoke native, is responsible for creating the electronic agenda and posting information on-line, and receiving and archiving various documents received in the City Clerk's Office. She was appointed Assistant Deputy City Clerk on April 16, 2007. She is also a member of the Virginia Municipal Clerks Association, International Institute for Municipal Clerks, and the Virginia Association of Government Archives and Records Administrators. |
Adinistrative Assistant III
Elizabeth A. Watson, a Moneta, Virginia native, has worked for the City of Roanoke since 1985, beginning with the F.D.E.T.C., then with the Neighborhood Partnership, a division of the Planning Department, and Housing - Code Enforcement. She serves as secretary to the City Clerk. | Administrative Assistant IV
Joyce S. Johnson, a Fairfax, Virginia native, assists the Mayor and is responsible for the administrative and secretarial day-to-day operations of the Mayor's office. She serves as the Mayor's liaison to the public and the City administration. She is a member of the Roanoke Chapter - International Association of Administrative Professionals.
