South Roanoke Neighborhood Plan

Neighborhood Plan Update
The updated South Roanoke Neighborhood Plan was adopted by City Council in a public hearing on February 19. The final, published version is now available:


This plan replaces the previous plan, which was adopted by City Council in 1988. Two public meetings were held in the Sping of 2007, and another meeting was held on November 28 to review the first draft of the plan. Additional changes were made as a result of that meeting.

South Roanoke has been one of the City's most desired locations since the 1700s when Crystal Spring was the area's only water supply. Located south of the Roanoke River adjacent to Mill and Yellow Mountains, the neighborhood is known for the beauty of both its natural and built environment. By the early 20th Century, South Roanoke was a burgeoning community. An amusement park and resort hotel atop Mill Mountain could be reached from South Roanoke via a 50 cent ride on an incline up the mountain.

Most of the early homes in the neighborhood are located on the northern end of the neighborhood and are still well maintained today. The northern end of the neighborhood is a classic example of early suburban neighborhood development with most houses two stories or higher, preceded by landscaped front yards and tree-lined streetscapes with sidewalks. Gradually development spread to the south of the neighborhood, much of which abuts City-owned land along Mill Mountain Parkway.

South Roanoke now has a healthy variety of housing with a number of apartments and condominiums. The proximity of the Roanoke Memorial Hospital has fostered additional medical offices, mainly on McClanahan Avenue. Crystal Spring Avenue has a neighborhood shopping center, or village center, which features a couple of establishments with a history spanning two to three generations in the neighborhood.

The South Roanoke Neighborhood Plan was developed during three public meetings in the winter of 1988, and was adopted by City Council later that year.
