Franklin Road/Colonial Avenue
Area Plan

The Franklin Road/Colonial Avenue Area Plan covers an area that is heavily influenced by three arterial streets. In addition to the two in the title of the plan, Brandon Avenue is a four-lane street that also borders the area. There are a few neighborhoods that are accessed off of these main streets, however the impact and relationship of the street network necessitated that all the neighborhoods be addressed collectively. Jefferson Hills, Fralin Park and several smaller subdivisions are all addressed in the plan.
Planning staff held public meetings in the area in fall 2003 and winter 2004. The residents that attended the meetings expressed a strong commitment to their neighborhood, and a desire to see the character of the residential areas remain. Not surprisingly, traffic issues were the most commonly cited problem. The Franklin Road/Colonial Avenue Area Plan was adopted by City Council on June 21.
