Morningside/Kenwood/Riverdale Neighborhood Plan

The Morningside, Kenwood and Riverdale neighborhoods in southeast Roanoke are bounded by Highland and Dale Avenues to the north, Riverland Road to the west, Rutrough Road to the south, and Roanoke County to the east. The three neighborhoods feature a mixture of residential, commercial and industrial development. American Viscose opened a plant along the river that spurred much of the development that remains today. Although the plant closed in 1958, there is still a mix of industrial and commercial development. The area is well served with public facilities, such as schools, parks, and a library. The neighborhoods are situated on hilly terrain woven into and surrounded by patches of healthy forest. The Roanoke River meanders through the area and Mill Mountain overlooks from the southwest, making this an attractive area of natural beauty, in addition to its convenience and services.
Planning staff held public workshops in late winter 2003 and early spring 2004 with the neighborhoods to identify the issues and concerns of residents and business owners. The plan was adopted by City Council on September 15, 2003.
