Fire-EMS


A permit shall be obtained to use explosives in the City of Roanoke.  The Roanoke Fire-EMS Fire Prevention Division is responsible for approving this permit.  There is an $80.00 fee for this permit.  Permit duration shall be for 90 days, unless otherwise specified.  The conditions of the permit shall comply with the requirements of the Virginia Statewide Fire Prevention Code (SFPC), NFPA 495-96, DOTn 49 CFR, and the requirements outlined below.

The application submittal must include the supporting documentation as follows:

  • A certificate of liability insurance or a bond with a minimum amount of liability insurance of $1,000,000.
  • A photocopy of a Blasters Certification Card or Background Clearance Card of the applicant.
  • A site plan, plot plan, or other relevant information.

Prior to issuance of the permit, an on-site inspection will be conducted by the Fire Official/Inspector.  Applicant will be required to present Blasters Certification Card or Background Clearance Card at this time.

The use of explosive materials shall only be by Certified Blasters, or supervised on-site by Certified Blasters, employed or retained by the permit applicant.

Blast records shall be kept in accordance with Section F-3009.12 of the SFPC and made available for inspection by the Fire Official/Inspector upon request.

Any air blast and/or ground vibration generated as a result of the functioning of the explosives shall be within limits established in NFPA 495-96 as it is referenced by the SFPC.

All fly rock will be confined to the blast site as it is required and defined in the SFPC.

Blasting operations shall be conducted during daylight hours.

Smoking shall not be permitted within 50 feet of any location where explosives are being handled or utilized and any person located within 50 feet of said location shall not carry any matches, open light or other type of flame, except suitable devices for lighting safety fuses.

When blasting is being conducted in the vicinity of gas, electric, water, fire alarm, telephone, telegraph or stream utilities, the blaster shall notify the appropriate representative of such utilities at least 24-hours in advance of blasting specifying the location and intended time of such blasting.  The 24-hour advance time limit shall not apply when approved due to an emergency condition.
