Timothy R. Spencer
Acting City Attorney
Timothy R. Spencer has been Acting City Attorney for the City of Roanoke since January 2012. Prior to his appointment as Acting City Attorney, Mr. Spencer served as an Assistant City Attorney for the City for eight years. Previously, Mr. Spencer served as City Attorney for the City of Danville, Virginia for more than seven years. Prior to his time as a municipal attorney, Mr. Spencer was in the private practice of law in Richmond, Virginia for ten years. Mr. Spencer holds a Bachelor of Arts Degree in English from Virginia Military Institute (1983), and a Juris Doctor Degree from the T. C. Williams School of Law (1986). Mr. Spencer was admitted to the Virginia State Bar in 1986 and is admitted to practice before, the Supreme Court of Virginia, the United States Court of Appeals for the Fourth Circuit and the United States District Courts for the Eastern and Western Districts of Virginia. He is a past President of the Virginia Council of School Board Attorneys. Mr. Spencer is a current member of the Local Government Attorneys of Virginia, the Virginia Council of School Board Attorneys, and the Roanoke Bar Association. He is a past president of the Danville Optimist Club and current adjunct professor for Hampton University. As Acting City Attorney Tim represents the City Council, attends all meetings of City Council and its committees, and oversees the representation of all city officers and agencies .He represents Police, Fire-EMS, Communications, Human Resources, the School Board and School Administration.

Gary E. Tegenkamp
Assistant City Attorney
Gary, a native of Dayton, Ohio, is a graduate of the University of South Florida and the College of William and Mary Law School. Gary represents the Engineering Department in connection with construction contracts, the Purchasing Department, the Roanoke Valley Cable Television Committee and the Office of Economic Development. Gary also has responsibility for environmental issues and contract formulation and review.

Assistant City Attorney
Steve, a native of Oneonta, New York, is a graduate of Hamilton College and the Washington & Lee University School of Law. Steve represents Public Works, which includes Streets and Traffic, Solid Waste Management, Grounds Maintenance, Parks & Recreation, Community Planning and Building Inspections, the Planning Commission, Board of Zoning Appeals and the Architectural Review Board. Steve handles all zoning, land use, subdivision and development review matters on behalf of the office.

David L. Collins
Assistant City Attorney
David, a Roanoke native, is a graduate of James Madison University and the University of Virginia School of Law. David represents Human Development, libraries and juvenile facilities, the Civic Center Commission and the Office of Billings and Collections. David handles all real estate transactions on behalf of the city and has responsibility for collecting debts owed to the city, such as taxes.
