Meet the Staff

	William M. Hackworth City Attorney Bill is a graduate of Ohio State University, the University of Virginia School of Law, and the University of Virginia School of Government and Foreign Affairs. He served as an Assistant City Attorney for the city of Roanoke from 1978 to 1988, when he became County Attorney for York County, Va. Bill is a former president of Local Government Attorneys of Virginia. Bill represents the City Council, attends all meetings of City Council and its committees, and oversees the representation of all city officers and agencies. William.Hackworth@roanokeva.gov
Timothy R. Spencer Assistant City Attorney Tim, a native of Portsmouth, Virginia, is a graduate of VMI and T.C. Williams School of Law. He represents Police, Fire-EMS, Communications, Human Resources, the School Board and School Administration. Tim was most recently the City Attorney for Danville, Virginia. Talevi Assistant City Attorney Steve, a native of Oneonta, New York, is a graduate of Hamilton College and the Washington & Lee University School of Law. Steve represents Public Works, which includes Streets and Traffic, Solid Waste Management, Grounds Maintenance, Parks & Recreation, Community Planning and Building Inspections, the Planning Commission, Board of Zoning Appeals and the Architectural Review Board. Gary E. Tegenkamp Assistant City Attorney Gary, a native of Dayton, Ohio, is a graduate of the University of South Florida and the College of William and Mary Law School. Gary represents the Engineering Department in connection with construction contracts, the Purchasing Department, the Roanoke Valley Cable Television Committee and the Office of Economic Development. Collins Assistant City Attorney David, a Roanoke native, is a graduate of James Madison University and the University of Virginia School of Law. David represents Human Development, libraries and juvenile facilities, the Civic Center Commission and the Office of Billings and Collections.
