Evans Paint

Site Information

The Former Evans Paint facility is an approximately 1.5 acre parcel that was initially platted for residential use in the early 1900s. The property was subsequently used by a coal distributor, oil distributor, and finally by a paint manufacturer. However, the area was developed for industrial uses after the construction of the Virginian Railway which passes by the south side of the facility. Paint manufacturing began in the 1960s and continued until 1992 when the operator, Evans Paint, went out of business. The property is located in the central portion of the Roanoke River brownfield corridor, as identified in the City-Wide Brownfield Redevelopment Plan, and more specifically in the Mountain View/Norwich target area.

The U.S. Environmental Protection Agency (EPA) conducted a removal action at the facility during the summer of 2000 to dispose of hazardous materials abandoned in the facility by the operator. In September 2001, EPA’s site inspection process concluded with a No Further Remedial Action Plan (NFRAP) determination relative to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

As the property has been abandoned, taxes have not been paid on the property since Evans Paint ceased operations in the early 1990s. The property was auctioned at a tax sale on July 15, 2010 and sold to a private owner. As of November 2010, the owner was rehabbing the building and plans to lease the space to a future tenant.

The City has adopted a plan for the Mountain View/Norwich corridor that will convert this underused industrial property to park space and a mixture of residential and small businesses. This reuse will be facilitated by construction of the Roanoke River Flood Reduction and Roanoke River Greenway Projects. EPA assessment and revolving loan fund grants can be used to facilitate/finance development at Evans Paint and other properties in the corridor. The Cleveland Avenue corridor including the former Evans Paint facility was rezoned to Urban Flex (UF) District in 2009. The Urban Flex District encourages reuse of the former Evans Paint property and other land in the corridor by making a wide range of residential, commercial, and some industrial uses available to prospective developers and businesses.
