Quality Assurance Project Plan

This Generic Quality Assurance Project Plan (QAPP) was developed to define general quality assurance parameters and procedures for use in the collection, analysis, and evaluation of environmental samples collected as part of the City of Roanoke’s brownfield program. These brownfield sites are located throughout the City and this document establishes a baseline for quality control and assurance practices to be used on these projects. These measures may be modified or added to on a site-specific basis. These additional measures will be included in a site specific Sampling and Analysis Plan (SAP) along with the data quality objectives for the specific project activity.

Grant Agreements

The following documents are the legal agreements between the City of Roanoke and the EPA and DEQ for each brownfield grant. These agreements are incorporated as part of the contract between the City and any consultant performing work for the City.

Brownfield Assessment/Community-wide Hazardous Substances (2008) - Funds for hazardous substances will be used to inventory, characterize, assess, and conduct planning and outreach at brownfield sites in the City of Roanoke.

Brownfield Cleanup - Virginia Scrap - Funds for hazardous substances will be used to initiate cleanup and site remediation activities at a brownfield site know as the Virginia Scrap Iron and Metal Company (Virginia Scrap) site located in the City of Roanoke.

Former Virginia Scrap Iron and Metal Company Site Brownfield Assessment - This project covers certain site assessment activities to be performed for the former Virginia Scrap Iron and Metal Company site.

Brownfield Assessment/Community-Wide Petroleum (2006) - Funds will be used to inventory, characterize, conduct planning and outreach activities, and perform Phase I and Phase II environmental site assessments of brownfield sites contaminated with petroleum in the City of Roanoke.

Brownfield Assessment/Community-Wide Hazardous Substances (2006) - Funds will be used to inventory, characterize, conduct planning and outreach activities, and perform Phase I and Phase II environmental site assessments of brownfield properties contaminated with hazardous substances in the City of Roanoke.

Brownfield Revolving Loan Fund - Funds for hazardous substances will be used to capitalize a revolving loan fund and provide subgrants to carry out cleanup activities at brownfield sites in the City of Roanoke.
