In an effort to provide a financing source for reuse projects, the City aggressively pursues federal and state grant funds. Over $2,000,000 in funding is available to assist with addressing environmental issues at brownfield sites ranging from initial due diligence to site cleanup.

EPA Brownfields Area-Wide Planning Pilot Project Grant

EPA has selected the City of Roanoke for a 2010 Brownfields Area-Wide Planning Pilot Project Grant. EPA is piloting an area-wide planning approach to com­munity brownfield challenges, which recognizes that revitalization of the area surrounding the brownfield site(s) is just as critical to the successful reuse of the property as assessment, cleanup, and redevelopment of an individual site. The pilot program will help further community-based partnership efforts within underserved or economically disadvantaged neighborhoods by confronting local envi­ronmental and public health challenges related to brown­fields, while creating a planning framework to advance economic development and job creation. Roanoke was one of 23 localities chosen for this pilot grant.

EPA Hazardous Substances Assessment Grants

EPA has selected the City of Roanoke for a 2010 Brownfields Assessment Grant. Community-wide hazardous substances grant funds will be used to conduct five Phase I and three Phase II environmental site assessments. Grant funds also will be used to inventory and prioritize brownfields in at least two targeted corridors, and support community outreach activities.

EPA has awarded the City of Roanoke three brownfields assessment grants since 2006 totaling of $600,000. These funds have been and are now available to public, private, and non-profit entities to perform Phase I and Phase II Environmental Site Assessments, cleanup planning, and related activities.

EPA Petroleum Assessment Grant

EPA has selected the City of Roanoke for two brownfields assessment grants. Hazardous substances grant funds will be used to conduct community outreach activities, perform Phase I and II environmental site assessments, and develop cleanup plans for sites along the Roanoke River and in the South Jefferson Redevelopment Area. Petroleum grant funds will be used to perform the same tasks at sites in the same target areas with potential petroleum contamination.

EPA Revolving Loan Fund (RLF) grants

EPA has awarded the City of Roanoke a brownfields revolving loan fund grant ($1,200,000). The grant will be used to capitalize a revolving loan fund from which the City of Roanoke will provide loans and subgrants to support cleanup activities at brownfield sites.

Previously awarded EPA grants

The City of Roanoke received a brownfield cleanup grant in 2008 for cleanup of the former Virginia Scrap site at 1620 Jefferson Street, S.E. ($200,000). Grant funds were site specific and used for cleanup, oversight and community outreach. This grant is now closed.

The City of Roanoke received a Brownfield Job Training Grant in 2007 for the training of and placement of 45 students in environmental jobs. The training program provided 270 hours of course work in hazardous waste operations and response, sampling techniques, lead and asbestos abatement, and OSHA general and construction training. This grant is now closed.
