New Parking Ticket Enforcement Information - Effective February 1, 2006
The goal of these new enforcement initiatives is to encourage motorists to abide by proper parking regulations and to make on-street parking more accessible and available to visitors.

Warning Tickets
Warning Tickets are now issued in certain circumstances for a first time parking violation. This applies to motorists who have never before received a ticket in the City. The one-time warniing ticket includes a flyer directing motorists to off-street parking facilities. Warning tickets are written in "timed" parking zones only. They are not issued in fire lanes, disabled zones or in no-parking zones. If a vehicle remains parked in violation of a parking ordinance, an actual monetary fine ticket(s) may be issued even if a warning ticket was issued during the same day.

Escalation of Fines
Beginning February 1, 2006, repeat parking ticket violators who receive multiple tickets daily may receive escalating fines. The first offense is $15, the second offense within the same day increases to $30, and the third and subsequent offenses on the same day are $45. This fine structure is necessary to discourage repeat violations and to encourage motorists to secure proper off-street parking.




Wheel Immobilization "Booting"
On February 1, 2006, the city Police Department began using Wheel Immobilization devices, also known as "boots" on vehicles that have five (5) or more unpaid parking violations. "Boots," like an oversized metal padlock, are attached to a tire to make a vehicle immobile or undriveable. The device can be used anywhere on city streets. Motorists will be allowed 24 hours to pay all outstanding parking tickets and have the boot removed prior to the vehicle being towed. A sign will be placed on the driver's side window to inform the driver of payment instructions and warning that attempting to move the vehicle will result in vehicular damage.
