Inoperable Motor Vehicle Abatement Program
General Information about Code Enforcement
Roanoke's inoperable motor vehicle ordinance (Chapter 20, Article VI, of the Code of the City of Roanoke) requires that a vehicle or trailer located on private property be in operating condition and display both a valid license plate and inspection decal.

THE PROCESS
- The city receives a referral or complaint from an individual about an inoperable motor vehicle.
- City staff inspects the vehicle to determine if there is a violation and, if so, posts a Notice of Violation on the vehicle.
- The inspector updates the city's citizen service database and verifies property ownership.
- A Notice of Violation is sent to the vehicle owner. The owner has seven (7) days to bring the vehicle into compliance. .
- After seven (7) days, City staff re-inspects the vehicle for compliance.
- If vehicle is not in compliance, City staff prepare a work order for a contract tower to remove the vehicle. The contract tower has five (5) days to tow the vehicle.
- The inspector re-inspects the property to verify removal of the vehicle:
- If the vehicle could not be towed, the owner is summoned to court.
- If the vehicle is towed, the owner is notified of the towed vehicle's location.
- The case is closed.
Note that it may take several weeks for the process to play out before the violation is actually abated. During this time, the city is actively pursuing abatement of the violation, and we appreciate your patience.
