Fire-EMS
A permit shall be obtained to store explosives in the City of Roanoke. The Roanoke Fire-EMS Fire Prevention Division is responsible for approving this permit. There is an $80.00 fee for this permit. Permit duration shall be for one year, unless otherwise specified. The conditions of the permit shall comply with the requirements of the Virginia Statewide Fire Prevention Code (SFPC), NFPA 495-96, DOTn 49 CFR, and the requirements outlined below.
The application submittal must include the supporting documentation as follows:
- A certificate of liability insurance or a bond with a minimum amount of liability insurance of $1,000,000.
- A photocopy of a Blasters Certification Card or Background Clearance Card of the applicant.
- A site plan, plot plan, or other relevant information.
Prior to issuance of the permit, an on-site inspection will be conducted by the Fire Official/Inspector. Applicant will be required to present Blasters Certification Card or Background Clearance Card at this time.
All explosive materials regulated by the SFPC in any quantity, which are not in the process of transportation or use, shall be kept in storage magazines in accordance with the SFPC. All outdoor magazines shall be located in accordance with the SFPC with respect to lot lines and minimum separation distances with respect to inhabited buildings, public highways, and separation or magazines.
The magazines shall at all times be under the responsibility of a person at least 21 years of age who shall be responsible for the enforcement of all safety precautions.
Smoking, matches, open flames, spark-producing devices and firearms shall not be permitted inside or located within 50 feet of a magazine. Combustible materials shall not be stored within 50 feet of a magazine.
The area around a magazine shall be kept clear of brush, dried grass, leaves, trash, debris and similar combustibles for a distance of at least 25 feet.
Detonators shall be stored in a separate magazine for blasting supplies. Detonators shall not be stored in a magazine with other explosive materials, unless approved.
