Office Relocation On October 27 the Roanoke Building, Zoning and Development permit office will be temporarily relocated to allow for repairs and renovations to better serve our customers. The temporary permit center will be located in room 167 on the first floor of Municipal South across the hall from the current space. Signs will be installed on the first floor of Municipal South to direct applicants to this location. The relocation will be for approximately three weeks. During this time we strongly encourage applicants to submit permits and requests by fax, phone or on-line due to space limitations in the temporary office. Storm Water Fee

New Residential Certificate of Occupancy (CO) Requirements, Effective June 1, 2009
Effective July 1, 2008 there will be a fee charged for Land Disturbance Permits. The fee will be based on the amount of acreage disturbed calculated as $100 + $50 per acre.

Fees and Permits
The City collects fees for various services, largely in order to offset the cost of delivering those services. Several fees are assessed and collected by the Department of Planning Building and Development in conjunction with its activities. Prominent among these are the fees for the various types of building permits issued, but there also are fees charged for other purposes. In addition, there are certain permits which the Department issues, but collection of the appropriate fees is the responsibility of other departments.
A schedule of all fees collected by the Building Department is included in the city's current Fee Compendium, as adopted by City Council. As that Compendium is modified periodically, it should be consulted to verify the appropriate fees for any permits or activities undertaken by the Department.
FEES COLLECTED
Fees are charged for the following permits:
- Building permit
- Demolition permit
- Moving permit
- Plumbing permit
- Electrical permit
- Mechanical permit
- Land Disturbing permit (for Grading)
- Elevator Permit
- No Fee Permit
- Street opening permit
- Sewer connection
- The fee charged for hooking up to the City sewer line must be paid at the time the building permit for new construction is issued.
Fees are collected for the following activities:
- Appeal to the Local Board of Building Code Appeals, either under Volume I or Volume II of the USBC
- Comprehensive Site Plan review
- Issuance of Certificate of Occupancy
- Reinspections
CALCULATION OF FEES
A. City Council establishes fees in the fee compendium.
B. Building, Electrical Mechanical, Demolition Permits:
Fees for building, electrical, mechanical and demolition permits are based on the value of labor and materials needed to complete work authorized by the permit. The value used to calculate the permit fee is determined by the price specified in an executed contract, whenever there is a contract for the work.
If there is no contract for the work, valuation must be estimated, which may be based on the certification of the applicant for the approval of the Building Commissioner or the Chief Building Inspector. In the case of a building permit, this valuation may be based on a cost per square foot of the construction, addition, renovation, etc., as determined by the Building Commissioner or the Chief Building Inspector.
The Building Commissioner or Chief Building Inspector may require an affidavit of actual costs after completion and may require another permit before final approval of work or issuance of certificate of occupancy.
