Planning Building and Development
Office Relocation On October 27 the Roanoke Building, Zoning and Development permit office will be temporarily relocated to allow for repairs and renovations to better serve our customers. The temporary permit center will be located in room 167 on the first floor of Municipal South across the hall from the current space. Signs will be installed on the first floor of Municipal South to direct applicants to this location. The relocation will be for approximately three weeks. During this time we strongly encourage applicants to submit permits and requests by fax, phone or on-line due to space limitations in the temporary office. The Development Assistance Center (DAC) is the “permit center” for the intake of applications for, and the issuance of, all zoning, building, and development permits in the City. Located on the first floor of the Municipal Building in Room 170, the Center provides a single source for information and applications related to development review and the permitting process.
Most information about required permits and applications is available on-line at the Online Permit Center and at Applications, Agreements, Bonds & Schedule of Fees.
Four Development and Building Coordinators are available in the DAC to answer questions about application, permitting, and licensing requirements, zoning designations, permitted uses, basic development plan requirements, status of an application, and development processes.
The Development Assistance Center:
- Processes applications for permits, including the initial review to ensure all required information is provided and review fees are paid;
- Performs zoning reviews, including the technical review of basic development plans;
- Processes applications for comprehensive development plans, subdivision site plans, and subdivision plats, and forwards for technical review for code compliance;
- Forwards required building plans to the Building Inspections Division for technical review for building code compliance;
- Upon approval for compliance with applicable codes, issues permits, including receipt of payment of all permit fees;
- Processes additional submissions of plans or information for previously generated permit activities, including changes to plan, and forwards for appropriate reviews; and
- Processes, reviews, and issues certain on-demand permits, such as mechanical, electrical, and plumbing trade permits and zoning permits for fences, temporary uses, and certain accessory structures.
In addition to the permitting processes of the Department of Planning Building and Development, the DAC is responsible for the following activities in cooperation with other departments:
- Zoning verifications for City business licenses as part of the application process with the Office of the Commissioner of the Revenue (Business License Zoning Verification Application); and
- Right-of-Way Excavation Permits in cooperation with the Transportation Division of the Department of Public Works.
