City Clerk
Stephanie M. Moon, MMC, is one of five Officers for the City appointed by the Roanoke City Council, and is charged with the responsibility of recording all proceedings of the City Council meetings and serves as Custodian of the official City Seal. Her position and primary duties are described and set forth in the City Charter and the Roanoke City Code, as well as such other powers and duties as may be prescribed by the City Council.
Ms. Moon’s career with the City of Roanoke spans approximately 34 years. Aside from a short stint as the Executive Assistant to the Director of Parks and Recreation, Moon has held every position in the City Clerk’s Office on her way to her appointment by the Roanoke City Council as City Clerk in February 2007. She is the fifteenth City Clerk in the City’s history to hold this position and the only African American.
In January 2011, Ms. Moon was awarded the prestigious designation of Master Municipal Clerk by the International Institute of Municipal Clerks Board of Directors. This designation is granted only to those Municipal Clerks who have completed demanding education requirements and who have a record of significant contributions to their local government, their community and state.
She is the current Education and Professional Development Chair and Immediate Past President of the Virginia Municipal Clerks Association; and has received numerous awards and recognitions. Among them are the Virginia Municipal Clerks Association 2009 Clerk of the Year, 2008 Roanoke Chapter of the SCLC Drum Major For Justice Award; 2007 the Roanoke Branch of the NAACP Citizen of the Year Award and the 2007 Total Action Against Poverty Career Achievement Award.
Ms. Moon is a West Virginia native and the daughter of Piccola Gilliam and the late Stevenson Moon, Sr.; the mother of three adult children and three grandchildren – Shanta and Lenora Morgan, and Shawn Moon. She attributes her passion for education as the key to her success. After graduating with honors from William Fleming High School in 1976, she continued to work full time and attended college at night. Her drive and persistence lead to an Associates Degree in Legal Assisting for Paralegals from Virginia Western Community College in 1998 as a Cum Laude graduate. She prides herself in being an active member of Shiloh Baptist Church in Salem, Virginia, where she is involved in the music and praise team ministries.
In her “spare time”, she coaches recreation league basketball, serves as the William Fleming High School PTSA President, and enjoys walking, reading and sharing special moments with her grandchildren.

Deputy City Clerk
Jonathan E. Craft, CMC, a Bedford County, Virginia native, is responsible for overseeing the day-to-day operations of the City Clerk's Office and must act in place of the Clerk in her absence. He has served as a Deputy Circuit Court Clerk in Bedford County and the City of Roanoke. Most recently, Jonathan served as a Technology Trainer for the City of Roanoke. Jonathan began his employment with the City of Roanoke in 1995. Since earning his Bachelor's Degree from Liberty University in 1991, Jonathan has served his entire career in local government. | Assistant Deputy City Clerk
Cecelia T. "Cece" Webb, CMC, a Roanoke native, is responsible for creating the electronic agenda, maintaining the City Council and City Clerk websites, posting information on-line, and receiving and archiving various documents received in the City Clerk's Office. She was appointed Assistant Deputy City Clerk on April 16, 2007. She is also a member of the Virginia Municipal Clerks Association, International Institute for Municipal Clerks, and the Virginia Association of Government Archives and Records Administrators. |

Elizabeth A. Watson, a Moneta, Virginia native, has worked for the City of Roanoke since 1985, beginning with the F.D.E.T.C., then with the Neighborhood Partnership, a division of the Planning Department, and Housing - Code Enforcement.
