Amelia MerchantDirector
Amelia began her career with the City of Roanoke in May 2001. She was promoted Director of Management & Budget in November 2010. Formerly, Amelia held the positions of Budget Administrator and Budget/Managment Analyst. Amelia comes from a higher education and nonprofit background and holds a Master of Business Administration degree.

Mike began his career in September 2006 with the City of Roanoke. He was promoted Budget Administrator in February 2011 from Budget/Management Analyst. Mike serves on City-wide teams, special projects, and manages the budget development and monitoring processes.

Lesha VanBuren, CAPAdministrative Assistant III
Lesha began her career with the City of Roanoke in April of 1990. Lesha joined Management and Budget in December of 2006. She is responsible for providing administrative assistance in the areas of secretarial/administrative support; communications support; confidential support; event coordination/project management; human resources; payroll and other duties as assigned. Lesha has 28 years of experience and is a Certified Administrative Professional through the International Association of Administrative Professionals (IAAP).

Steve began his career with the City of Roanoke in July 2011. He is responsible for providing budgetary support and expenditure monitoring to the Operations Cluster. Steve has two years of prior local government experience as a budget analyst and holds a Master of Public Affairs degree.

R. B. began his career with the City of Roanoke in October 2001. His responsibilities include providing support to Constitutional, Council-Appointed and Court-Appointed Officers. He also assists departments in developing strategic business plans, performance measures, and performance benchmarks. R.B. has 21 years of analytical experience from the financial services industry.

Paul Workman, CPABudget/Management Analyst
Paul started his career with the City of Roanoke in September 2003 with the Finance Department and began working in Management and Budget in October 2006. He is currently responsible for the expenditure monitoring and budget development of the Community Development cluster as well as monitoring the City's Capital Improvement Plan. In addition to his career with the City of Roanoke, he has six years of public accounting experience and is a certified public accountant.
