The goal of the Services Division is essentially the same as that of the Jail Division. However, the functional role is to provide support to the Jail Division through services. Two objectives have been established to assist in accomplishing the goal of the Services Division:
    • To provide programs and procedures based on positive correctional goals instead of punitive objectives, to ensure no inmate is discriminated against because of race, national origin, color, creed, sex, economic status, or political belief, and to ensure all offenders are afforded respect and due protection of all civil and legal rights.
    • To provide adequate and efficient medical and dental services based on sound moral and legal opinions and established medical practices.
Staffing for Services Division: A total of 31 full time and 15 part time staff members are divided into a division of support services. The division is commanded by the Chief Services Officer, who holds the rank of captain. He is assisted by the Assistant Chief Services Officer, who holds the rank of lieutenant. The services division administers Inmate Programs which include: Inmate Counseling, Library Program, GED Program, Special Education, Maintenance, Recreation, Property/Laundry, Classification and Medical Sections.

The medical section is operated by Prison Health Services and is staffed by 24 medical personnel including a part time jail physician, part time psychiatrist, part time dentist, Health Services Administrator and assistant administrator, registered nurses and licensed professional nurses, dental assistants, a secretary and records clerk. Nurses are assigned to the jail 24 hours a day.

The services division also has the assistance of three full time substance abuse counselors employed by Blue Ridge Behavorial Healthcare.
