Parking Ticket General Information last updated July 1, 2008

OVERVIEW
    Parking tickets should not be confused with moving violations, better known as Traffic Tickets.

    The regulations regarding parking tickets can be found in Sections 4-7, 20-33.1, 20-33.2, 20-65 to 20-76 of the City Code (Motor Vehicles & Traffic, Article IV).

GENERAL INFORMATION -
    Parking tickets are issued by the City of Roanoke Police Department, Fire-EMS Department, Roanoke Regional Airport Police, and Virginia Western Community College Police for various types of violations, such as overtime parking, blocking traffic, blocking a fire hydrant, blocking driveways, and disabled zone violations.

    If you are charged with a violation, payment must be received within fifteen (15) calendar days of the issuance date. Take or mail payments to:

    Late Payment

    If the ticket is not paid within 15 calendar days from the date of issuance, a $15 late payment penalty is automatically added to the amount due. If the 15th day falls on a weekend or holiday, payment may be made on the next working day without addition of the late payment penalty. If the ticket is not paid, a Past Due Notice will be generated and mailed to the violator. The notice will include the $15 late payment penalty as well as the original fine amount. The violator has 15 calendar days to pay from the date of this notice (not the day the notice is received).

    If the ticket is not paid within 15 days from date of this notice, a Law Enforcement Notice will be issued. The Law Enforcement Notice will advise that if the ticket and the late payment penalty remains unpaid, it may be necessary to issue a court summons and a $30 administrative fee will be added to the amount due. This is in addition to any applicable court fees or set-off debt collection fees. All tickets remaining unpaid may be subject to additional collection action such as liens, Vehicle Registration Withholding, or Vehicle Wheel Immobilization or "booting."

    Court conviction of a parking violation is the same as a personal judgment, therefore the courts can and do issue garnishments to collect these fines and costs. The court could also request that the suspend a violator's driver's license. Once tickets are transferred to court and summons are issued, they come under the jurisdiction of the courts rather than city departments.

    Unpaid tickets may be submitted to the Virginia Set Off Debt Collection Program which offsets state income tax refunds and lottery winnings against debts owed to the city of Roanoke. All tickets submitted to this program will incur an additional $25 fee.

    TO APPEAL OR CONTEST A PARKING TICKET

    Appealing or contesting a parking ticket that you feel has been issued in error is handled through the court system. To contest a ticket in court, contact Billings and Collections at (540) 853-6834. You will be asked to furnish your name, address, telephone number, ticket number, social security number, and the date of the ticket's issuance. A witness subpoena will be issued and sent to General District Court to be served.
